They have to start all over again -- build relationships, establish a routine and find ways to manage the stress of what they experienced on their tours of duty. Meanwhile, millions of animals are sitting in shelters, waiting for the day when they can be taken to a home of their own. Congress has decided to address both of these issues with the Dog Training Therapy Act. It requires the Department of Veteran Affairs to start a pilot program that would pair veterans with shelter animals.
