that alcohol increases violent behavior, while marijuana does not. I
have heard multiple retired cops point out that they have gone to many
scenes where violence was fueled by alcohol, but have never reported to a

City Club of Portland has issued endorsements for Oregon ballot
measures. One of the measures they are endorsing is Measure 91 which
would legalize marijuana in Oregon for people 21 and older. The City
