A very well argued and incisive piece from one of the USSR’s best and brightest.  Exclusively for Russia Insider.In August 1991 Boris Pankin, then Ambassador to Prague, was the only high-ranking Soviet diplomat to denounce the attempted coup against Gorbachev. Subsequently Gorbachev appointed him Foreign Minister.
