"Around 7:00 in the evening of October 10, 2016, we responded to a call from the village head who reported a shooting incident involving a foreigner in Purok 2, Punta Silum, Manticao town. The identify of the victim was revealed through his passport identifying the victim as Robertus Carolus Maria Van Der Ploeg, 59 years old, from the Netherlands, and who was in the area ostensibly to visit a girl," said Police Senior Inspector Enrique D. Belaca-ol, chief of police of Manticao town.
Belaca-ol reported that initial investigation revealed that the victim came to Manticao on October 4, to visit a 17-year old girl he had chatted with on the telephone. He asked to stay for two days but, according to the girl's parents, he stayed for several more days.
He left and went to Iligan City several times but, on his last trip, when he was on his way to the house of the girl, he was shot twice in the head by two male gunmen on board a motorcycle and was left with a signboard with "I'm a pedophile and addict" scrawled on it, said Belaca-ol.
The initial police report stated that the Scene of the Crime Operatives (SOCO) recovered from the crime scene two empty shells believed to be from a cal .45 pistol and a small sachet containing marijuana.
The victim’s mobile phone also revealed several fetish sex videos and several nude photos of females and, apparently, minors.
Police Superintendent Surki Sereñas, spokesperson PRO10 ruled out a possible case of extrajudicial killing.
"We cannot right away conclude that this is a summary killing. We must also consider the background of the victim. More so that authorities have discovered suspicious items from the victim, such as sex video recording and collections of lingerie.
An in depth investigation was launched to identify and arrest the suspects and shed light to the crime," said Sereñas.
Information from the bag of the victim together with his passport indicated that the Dutch national had variously lived in Dipolog, Ozamiz, Iloilo and Iligan.
