CIA covert program in Colombia helped kill rebel leaders
A CIA covert program, begun under President George W. Bush and continued under President Obama, has given Colombia smart-bomb technology and real-time intelligence to find and kill at least two dozen guerrilla leaders. With tacit U.S. approval, the Colombian Air Force even used U.S.-made smart bombs to kill a senior rebel leader hiding in Ecuador in 2008. The multibillion-dollar covert program is funded through a black budget not included in a $9 billion package of mostly military aid to the Latin American nation. It has helped weaken the rebel group to its most vulnerable state in decades.
