Watch! Ruthless Cops Video Themselves Laughing While Tasing a Mentally Ill Man in Handcuffs! (Video)

Police
and paramedics outside of Pittsburgh, PA were caught on video laughing
as they continually shocked a handcuffed mentally ill man with a stun
gun. The police officers involved are now targets of an FBI
investigation and a federal lawsuit.

Jason James Smith was arrested in September 2012 for public
drunkenness. A cell phone video of the incident has surfaced that seems
to show Smith talking incoherently to the officers while beating his
head off a desk, wearing handcuffs and shirtless. Officer Nicole Murphy
then proceeds to use a stun gun on the victim while paramedics or other
officers crack up in the background. According to the police report,
Murphy claims she had to subdue Smith with the stun gun when he became
“violent.”
According
to the lawsuit, officer Murphy had been terminated in the past due to
“similar” conduct that is shown in the video, but she was subsequently
rehired after being retrained on how to properly use a stun gun.
