Gov. Brown to announce ballot measure to ease mandatory prison sentences

Almost four decades after he enacted a law to require strict
sentences for most crimes, Gov. Jerry Brown today will announce a
November ballot initiative to change course and return California to a
system in which judges and parole boards have much more discretion about
punishment for serious crimes.The initiative would allow nonviolent felons to be considered for parole earlier than under existing rules after they participate in rehabilitation and education programs while behind bars.
