Settlement will impose court oversight on care of mentally ill L.A. County inmates

Federal officials are expected to announce a settlement this morning that will impose court oversight on the care of mentally ill inmates in Los Angeles County jails.
A news conference is scheduled in downtown Los Angeles to announce an agreement to resolve two civil rights investigations into conditions in the jail system.
